The NASA Technology Demonstration Mission (TDM) program represents an innovative approach to rapidly demonstrate and infuse revolutionary technologies into future missions for the national space community. This presentation provides a real-world example on restructuring the DM program, which was the largest budgeted program in the Office of the Chief Technologist at the time. The result was the first-ever release of a TDM Broad Area Announcement and seven contract awards focused on emerging space technologies. This presentation covers how the program was restructured and includes a discussion of the following: creating guiding principles; developing an advocacy strategy; selecting and investing in innovative technologies; devising unique program management and acquisition approaches; and securing partnerships with NASA Mission Directorates, government agencies, the military, the aerospace industry, and academia.

About the Speaker
Steven R. Meier, Ph.D, PMP
Steven Meier, Ph.D., PMP has 20+ years of federal and private industry experience focused on the defense, civil, and intelligence communities. Dr. Meier specializes in technology strategy; maturing advanced technologies from concept to operations; managing project portfolios for value; federal acquisition lifecycle management; and systems engineering. He was a Vice President at Lockheed Martin Corporation where he was responsible for leading the development and execution of corporate business plans for entry and growth in adjacent and horizon markets. Prior to accepting this position, Dr. Meier was a member of the federal Senior Executive Service at NASA as a Division Director within the Office of the Chief Technologist.
Dr. Meier has provided thought leadership with over 40+ peer-reviewed publications and presentations in the areas of technology management; acquisition strategy; project management; systems engineering; and several technology areas. He has spoken at the Project Management Institute, the International Council on Systems Engineering, and the Defense Acquisition University. Dr. Meier has a B.S. and M.S. in Physics, and received his Ph.D. degree in Electrical Engineering from Johns Hopkins University and been a certified Project Management Professional (PMP®) since 2004.
