About the Speaker
Thomas A. McQuillan
Tom is the Chief Information Officer (CIO) for Prince William County since July 12, 2010. Tom is responsible for all technology systems, the County’s Data Center, Voice Systems, Public Safety Radio System, the County’s IT Strategic Plan, and Technology Improvement Plan (TIP). Tom served as Deputy Cabinet Secretary for the Department of Information Technology for the State of New Mexico from June 2009 until June 2010. He was responsible for Enterprise Operations which included the State’s Data Center, Security, Radio, Networking, and Voice systems.
Some of Tom’s major projects were the establishment of a Business Continuity site, upgrade of the State’s 20,000 email accounts, and the coordination of the State’s NTIA BTOP Round 2 Grant Application for $44 million dollars for Digital Microwave upgrade and the early deployment of a Public Safety 700MHz radio system. Tom served as Owner of his own technology consulting firm, Quill Consulting, LLC. Tom has been a frequent speaker at local, state, and national conferences regarding a variety of technology and management issues. Tom served as the Director of Information Technology for the City of Grand Rapids, Michigan for over 25 years. He retired from the City in June of 2007.

Tom has worked for Financial, Manufacturing, and Governmental organizations. Tom has worked collaboratively with State, County, and local governments on issues of emerging technologies, sharing best business practices, and strategic directions. He has lobbied on behalf of local government with the Michigan Legislature regarding the Michigan Telecommunications Act. Tom is a graduate from Michigan State University.
