About the Presentation
Virginia Department of Transportation (VDOT) along with Fluor-Transurban are working together to provide key transportation improvements to the Capital Beltway in the form of new toll lanes. The new lanes, recently renamed “495 Express” are two new lanes in each direction from the Springfield Interchange to just north of the Dulles Toll Road.
The 495 Express project includes replacing more than $260 million of aging infrastructure, including more than 50 bridges and overpasses as well as upgrading 12 key interchanges and providing new access points at Merrifield and Tysons Corner. When the 495 Express system opens in December 2012, it will provide the first high occupancy vehicle (HOV) and reliable transit options to the Beltway. The presentation will focus on an overview, update and coordination from the Department’s perspective.

About the Speakers
John D. Lynch, P.E.
John Lynch is currently the Regional Transportation Program Director for the Virginia Department of Transportation’s Northern Virginia Mega Projects and the Woodrow Wilson Bridge Project Manager. In these roles, John provides oversight for a transportation program in excess of $5 billion. He is responsible for delivering Northern Virginia’s largest transportation projects on-time, on-budget and in a safe and high quality manner. John oversees the following areas: program and project management; design, right-of-way and construction management; civil rights and small/disadvantaged business outreach; regional and project-specific traffic management plans, and communications and outreach. He currently provides this oversight on the following projects:
- 495 Express Lanes: $ 1.6 billion (Construction (Complete), Maintenance and Operation))
- 95 Express Lanes: $ 1 billion (Construction, Maintenance & Operation)
- I-95 Fourth Lane Widening: $ 95 million (Construction/Complete)
- Dulles Metrorail Extension: $1.9 billion (Construction, Phase 1)
- BRAC/Fairfax County Parkway at the Engineering Proving Grounds: $148 million
- Woodrow Wilson Bridge including Telegraph Road Interchange: $250 million and Jones Point Park Reconstruction: $20 million
Previous to being appointed to his current role in May 2010, John served as the Assistant District Administrator for Construction (DCE) in VDOT’s Northern Virginia District from July 2008 until May 2010, providing oversight for the largest construction program in the Commonwealth of Virginia. In this position, he was responsible for delivering NOVA’s construction programs on-time and on-budget, while meeting state-wide performance measures and objectives. John championed a highly skilled, goal-oriented work force and development of a cost and schedule-driven program and project management philosophy for the program. He was and continues to be very active with proactive contributions to the Northern Virginia District’s executive management team in a variety of capacities. Prior to being named District Construction Engineer, John served as the Northern Virginia District Location and Design Engineer and had been in that position since October 2003. His responsibility in this L&D Engineer position included managing the Project Development Program for the Northern Virginia Six-Year Program, which is the funding mechanism for the transportation program for the Northern Virginia District. Duties included supervision of the Section of approximately fifty staff members comprised of program and project managers, transportation and hydraulic engineers and surveyors. Prior to joining VDOT in October 2003, John worked in the private sector for over 20 years as a Department Head, Section Manager, Project Manager and Design Engineer for several consulting engineering firms, the most recent a fifteen year stint with Jacobs Civil, Inc. (Formerly Sverdrup Civil) and spent time with HNTB and L. Robert Kimball & Associates in the private sector. John started his career with Caltrans in the Los Angeles area. John received his Bachelor degree in Civil Engineering from the University of Delaware and completed a Master of Science in Civil Engineering from George Mason University in the spring of 2004.
About the Crystal City Dinner Meetings
PMIWDC holds dinner meetings periodically in Crystal City to provide an alternate metro-accessible location for those who can not attend the Fairview Park dinner meetings.
PMIWDC's Monthly Dinner meetings are held monthly in either the Fairview Park Marriott location or the alternate Crystal City location. Members and Non-Members are welcome to join us for the best speakers and networking the Washington DC area has to offer.
The presentations delivered before (PM Tools) and after (Keynotes) monthly dinner meetings are educational and informative to those professionals operating in the field of project management and functioning in leadership roles in industry and government. Each event will present specific learning points, unique to the presenter's area of expertise and the subject matter discussed while directly relating to improving the practice of managing projects and leading others. Both the PM Tools session and the monthly dinner meeting are worth 1 Professional Development Unit (PDU) each to certified PMPs.
