Presentation
Historically, federal delivery has been slow, late, incomplete, and over budget. Using modern development practices, agile, DevSecOps, cloud, etc., US Citizenship and Immigration Services has evolved over the past 6 years from yearly releases to production to daily production releases with zero down time on large applications with multiple teams. Joshua Seckel led and directed USCIS as the Applied Technology Division Chief where he was responsible for Quality Assurance, Independent Test, Enterprise Architecture, Release Management, and Agile Coaching for all of USCIS. He created and implemented the policies that allowed development teams to be able to move from waterfall slower delivery to DevSecOps delivery on par with many commercial companies. This discussion will look at the cultural and technical challenges and solutions that were found at USCIS during this transformation.

About the Speaker
Joshua Seckel
Joshua Seckel is an industry-recognized expert in the Agile community. He has led the transformation and modernization of federal IT during his tenure as a Division Chief at DHS USCIS. He understands first-hand the organizational dynamics, cultural impediments, and enterprise strategies to effectively implement Agile and DevSecOps across IT portfolios. As both a contractor and a federal employee, Joshua has more than 20 years of experience leading the development of software solutions for government entities, including DHS HQ, USMC, OCC, DHS DNDO, and DHS USCIS. He holds a Masters of Business Administration in Technology Innovation Management from Pacific Lutheran University, is an ICAgile Certified Expert Agile Coach, and is a highly sought-after speaker in the Agile community. He is currently the Chief Solution Architect for Agile and DevOps at Sevatec.
