About the Seminar

On January 3, 2012 President Obama was joined by the Secretary of Defense and issued Sustaining U.S. Global Leadership: Priorities for 21st Century Defense. After that the US CIO’s 25-point Plan stated Federal Government IT investments must focus on execution, oversight, and transparency because not doing so threatens national security. In addition, the DoD CIO’s 10-point Plan defined partnering to improve mission effectiveness, reduce costs, and improve security as a top priority.

Subsequently the United States Government Accountability Office (GAO) issued a report on Effective Practices and Federal Challenges in Applying Agile Methods. It endorsed an approach advocated by OMB to reduce the risks of broadly scoped, multiyear projects by using shorter release periods and modular development practices to deliver usable functionality within 90 to 120 days.

That may sound like a revolution but it is really an evolution because the Federal Acquisition Regulations (FAR) and Defense FAR Supplement (DFAR) already contain rules about Cancel for Convenience clauses, Schedules of Termination Liabilities, and Scope Swaps!

Using those examples as a starting point this powerful course will demonstrate how to create fully compliant, reliable acquisition and project contracts that meet Section 804 of the National Defense Authorization Act (NDAA) and drastically increase effectiveness and efficiency.

  • Learn to Agile fundamentals and map vocabulary to the PMBOK Guide®.
  • Understand how to apply Agile principles to execution of government contracts.
  • See how architectural and engineering Agile practices are used in government projects.
  • Apply advanced Agile practices to program and portfolio-level scheduling.
  • Study how to implement contract control using Earned Value Management.
  • Creating acquisition and project contracts that integrate Agile best practices.
  • Understand how to align federal contracts with Agile and maintain regulatory compliance.
  • Study Agile practices that meet the needs of Contracting Officers and Customers.
  • Learn to optimize agile estimating and risk management for contract compliance.
  • Master reporting compliance using Earned Value Management.

  • Student Notebook of the PPT slides for easy note taking, plus various exercise handouts.
  • 7 PDUs for students with PMI® certifications (but students are not required to be PMP®s).
  • Optional Pre-work Reading Assignment on Agile concepts, provided in PDF format with two (2) short quizzes. Students who complete the 3-hour Pre-work assignment can claim 3 extra PDUs.
  • Certificate of completion for all students who attend the full class and participate in all activities.
