In February 2013, an Executive Order was issued on Improving Critical Infrastructure Cybersecurity requiring the National Institute of Standards and Technology (NIST) to “lead the development of a framework to reduce cyber risks to critical infrastructure (the “Cybersecurity Framework”).  The Cybersecurity Framework shall include a set of standards, methodologies, procedures, and processes that align policy, business, and technology approaches to address cyber risks.”

This presentation will provide an overview of the February 2013 Executive Order, Improving Critical Infrastructure Cybersecurity, Operational Technologies and Cyber-Physical Systems, the evolution of the Industrial Internet, how these systems can be hacked and efforts underway to develop new cyber secure technologies and practices. A new set of skills and capabilities will be required for the PM, engineering, IT, and information assurance communities to collaborate and understand these complex systems.

About the Speaker

Dr. Michel Chipley PHD, PMP, LEED, AP, BD +C


Dr. Michael Chipley is the President of the PMC Group LLC and subject matter expert providing consulting support to the Department of Defense, Department of Homeland Security, National Institute of Standards and Technology, and the Smithsonian Institution.  He is the author of several DHS Risk Management publications and co-developer of several tools used for risk assessments of critical infrastructure.  

Dr. Chipley is currently supporting the DoD and Committee for National Security Systems in the development of an Industrial Control Systems Overlay, a key document that establishes the basis for cyber securing and conducting self-assessments of control systems.  The Overlay, along with the NIST, DoD, and NERC standards, is incorporated in to the DHS Cybersecurity Evaluation Tool.
