About the Program
The trend of giving increased attention to project management within the U.S. civilian federal government is continuing to intensify. Action by the Office of Management and Budget (OMB) in 2007 resulted in the creation of the first-ever Federal Acquisition Certification for Program and Project Managers (FAC-P/PM). This presentation addresses the results of a study to get a glimpse into the status of this unique program. Our PMI WDC Chapter was instrumental in collecting some of the study data, we featured a PM Tools presentation in October introducing FAC-P/PM, and now we are the first to bring you the study results. This presentation provides federal leaders and those associated with FAC-P/PM with an understanding of the program, it’s state of implementation, and an effective roadmap to advance its implementation.
The study found that the program’s goal of “well-trained and experienced program and project managers” remains intact, and that the pace of implementation across government agencies is accelerating. Implementation seems further along where positive project management and training attitudes exist; however, implementation is sporadic and hampered by a lack of a centralized or active inter-agency community. Implementation is also hindered by the relatively sizable effort required by each Agency to develop their own individual FAC-P/PM programs. Specific recommendations are included in the report for the government agencies implementing FAC-P/PM and for the management/oversight of FAC-P/PM by OMB, the Office of Federal Procurement Policy (OFPP), and the Federal Acquisition Institute (FAI).
About the Speaker
Michael O'Brochta, MPM, PMP
Mr. O'Brochta, who has managed hundreds of projects during the past thirty years, is also an experienced line manager, author, lecturer, trainer and consultant. He holds a master's degree in project management, a bachelor's degree in electrical engineering, and is certified as a PMP®. As Zozer Inc. President, he is helping organizations raise their level of project management performance. As senior project manager at the CIA, he led the project management and systems engineering training and certification program to mature practices agency-wide.
Mr. O'Brochta's other recent work includes leading the development of standards and courses for the new U.S. Federal Acquisition Certification for Program and Project Managers; he co-authored a comprehensive FAC-P/PM study. He serves at the PMI corporate level on the ethics Code Implementation Advisory Committee and at the chapter level where he built and led the international PMIWDC Chapter-to-Chapter program; he is a graduate of PMI’s Leadership Institute Mater Class.
Mr. O’Brochta has written and presented papers at every PMI North American Global Congress during the past decade as well as at many international and regional conferences; he speaks frequently at PMIWDC events. Topics that he is currently passionate about include how to get executives to act for project success and great project managers. Since his recent climb of another of the world’s seven summits, he has been exploring the relationship between project management and mountain climbing.
