About the Speaker

Blair Alan Knapp

Blair Alan Knapp Jr. holds a MS in Project Management from Boston University, a BA in International Affairs/International Economics from The George Washington University, a Masters Certificate in Unix System Administration from The George Washington University, and a Masters Certificate in Project Management from Boston University. Currently with RobbinsGioia, Mr. Knapp has been engaged in program and project management for the past eighteen years, consulting in it for the past ten. He lectures frequently on program control, and presents seminars at Northern Virginia Community College. He has specialized in IT integration, Program Management Office support, and program control. During this time, he has worked for McDonnell Douglas Aerospace and, subsequently, The Boeing Company installing and supporting systems at such US commands as EUCOM, JAC, SHAPE, and JICPAC. While at Boeing, he also served as the Configuration Manager for a significant IT program.

About the Program

Program Control Developments and the Evolution of Earned Value Management

Recent Defense and Industry developments over the past six months will have lasting and leading effects on Federal Defense and Civilian Department and Agency Earned Value and Program Control implementations.  To help attendees understand these developments, Mr. Knapp will discuss the National Defense Industrial Association (NDIA) Program Management Systems Committee (PMSC) future focus and updates to its Earned Value Management guides, the Defense Support Team's Earned Value Report which it delivered to Congress September 1, 2009, the DFARS EVMS change and its impact on the relationship between primes and their subcontractors, and the establishment of the Program Assessment and Root Cause Analysis (PARCA) office within Office of the Undersecretary of Defense (OUSD) for Acquisition, Technology, and Logistics (AT&L).

About the Washington Circle Luncheons
